JEF Europe, therefore, calls for the European Council amendment of the founding Treaties[Space]to create a Fiscal Union structured around:

Reason

While the Council might be the main organ holding up a fiscal union, treaty reform would be necessary to create the fiscal union. This reform does, of course, not only need to be sanctioned off by the council.
