Reason

The definition used in the original resolution does not seem to be based on any legal or academic authority. Additionally, it is the standpoint of the Venice Commission or the Court of Justice President Koen Lenaerts that rule of law is closely intertwined with democracy and the rule of law but does not include them per se.
