“For the first 5 years, compliance under Articles 6.02, 6.04, 6.05, and 6.07
shall be subject to binding annual reporting with corrective action plans;
financial penalties are suspended during this phase, without prejudice to
milestone‑linked disbursement rules in Article 6.03.”
