A7: add article 6.07 on Sustainable Mobility Mandate
Motion text
“National Sustainable Urban Mobility Plans covering all cities >50,000
inhabitants shall be adopted by Year 3, including: zero‑emission public
transport procurement schedules, EV charging corridors on TEN‑T by Year 5, and
active‑mobility infrastructure targets. EIF supports capex; operating subsidies
are temporary and degressive.”
