These targets shall be determined on a country-specific basis, taking into account each Member State’s social and economic circumstances.
(a) Establishment and Financing. An EIF is hereby established, financed by: (i)
revenues from the Union own resource based on the EU Emissions Trading System
(ETS) and CBAM, (ii) a dedicated 0.15% GNI‑based contribution for 10 years from
all Member States, and (iii) reflows from existing Union climate instruments.
Article 6.03: Environmental Investment Fund A dedicated Environmental Investment Fund shall be established for the New Member States, providing targeted grants to rapidly modernize energy grids, decarbonize industrial sectors, and restore biodiversity. Disbursement of funds shall be conditional upon the fulfilment of predefined implementation milestones, to be assessed at designated checkpoints throughout the agreed duration for each Member State.
(b) Allocation. At least 70% of EIF resources shall be grants to the New Member
States; up to 30% may be blended finance.
(c) Conditionality. Disbursements are conditional on milestone delivery under
Articles 6.02, 6.04 and 6.06.
(d) Performance Incentives. Early achievement of interim targets yields a 10%
top‑up on subsequent tranches; failure to meet two consecutive milestones
triggers an automatic 10% holdback until corrective action plans are approved.
Article 6.06: Biodiversity Protection and Land-Use Governance The New Member States shall advance biodiversity protection and environmental conservation in line with Union standards, while maintaining national authority over land-use planning and resource management. Conservation measures shall balance environmental objectives with agricultural productivity, infrastructure development, and rural economic sustainability, and shall not require mandatory land designation exceeding nationally determined targets.
Article 6.06: Mandatory Biodiversity Restoration The New Member States shall dedicate a specific percentage of their national territory to mandatory biodiversity restoration and protection zones, exceeding current national targets to meet Union environmental standards.Agricultural development in acceding Member States shall be expanded with the objective of achieving national food self-sufficiency, while ensuring full alignment with Union biodiversity standards and ecological safeguards.
The countires which are joining come from varying backgrounds and struggles thus must be dealt with in specific manners , notwithstanding that the same standars must be met.
Keeping the nations accountable and up to date with efforts and motions set in place.
Adding an agricultural aspect provides a pathway for a more independent country as well as creates its own income in the process.
