Article 2.02: Immediate and Total Single Market Access The New Member States shall achieve zero-tariff, zero-quota access to the entire Single Market, with no exceptions for any industrial or commodity sector.
Article 2.02: Immediate and Total Single Market Access
The grant of immediate and total Single Market access is strictly conditional on the simultaneous application of an Internal Market Safeguard Clause, allowing the Commission to unilaterally suspend market freedoms in any sector due to insufficient transposition or enforcement of the acquis. Furthermore, the free movement of goods and services is made subject to mandatory, immediate conformity assessment and certification by independent Union bodies to prevent "dumping" and guarantee existing EU quality, safety, and labor standards.
