these standards. Deviations from these standards herein must be justified during the host-selection process, including in the post FC/EC reports.
The implementation of the FC/EC Zero framework shall not be mandatory for any aspiring hosting section. Any national section submitting a candidacy to host a Federal Committee (FC) or European Congress (EC) may explicitly state whether they intend to implement the FC/EC Zero standards for their proposed event.

Reason

We already struggle to get candidates to host the FC/EC because of the capacity and financial burden that it comes with. It is nevertheless a great resolution with a great idea in mind, but it sould be voluntary, and the FC in the end decides if the implementation/nonfulfillment of the FC/EC Zero initiative by the candidate host section is important enough to vote or not vote for that sections as the potential host of the FC/EC.
