In this case, future Host Sections may provide a "Geographical Justification" if travel emissions exceed the FC Athens/EC 2027 baselines due to the extreme distance or lack of available travel options, provided that their Cluster II (Logistics of the FC or European Congress) emissions demonstrate a clear reduction of overall emissions.
